Because much of South Redondo and the blocks nearest King Harbor sit inside the California Coastal Zone, an Abodu installation there needs a Coastal Development Permit from the California Coastal Commission on top of the city permit - a layer that adds months and fees that an identical Abodu in Torrance or Hawthorne never triggers. North Redondo’s alley-grid blocks are outside that zone and also allow a rear Abodu to take its own alley address, so the same unit can be a fundamentally different project depending on which side of the coastal boundary the lot falls on.
